incude指令的形式：

<%@ include file="Header.jsp" %>

通过这种方式我们可以给页面添加统一的标题栏和footer栏，代码如下：
首先Header.jsp

jsp指令（<%@ include file="Header.jsp" %>）和
jsp行为(<jsp:include page="Header.jsp">)的区别:
他们的作用一样，但是原理不一样，对于jsp指令是先包含，后编译，对于jsp行为，是先编译，后包含。
其实jsp行为使用的是request.getRequestDispatcher("relativeURI").forward(request,response)来实现的。
