This is a russian sweb site. Beware the size of the file is 352 MB. I have experienced some problem as I have to redownload 3 times to get the whole file. Enjoy !

I install XE2 many many times to first success instalation (problem with online instaler).
Your missing file, "DbxCommonDriver160.bpl", i have in "c:\Program Files (x86)\Embarcadero\RAD Studio\9.0\bin64\".
1.
Check if file in this directory.
2.
Install to default path ("c:\Program Files (x86)\Embarcadero\RAD Studio\9.0\") if you install to another path.
3.
Maybe add to system variables to PATH
"C:\Program Files (x86)\Embarcadero\RAD Studio\9.0\bin;
C:\Users\Public\Documents\RAD Studio\9.0\Bpl;
C:\Program Files (x86)\Embarcadero\RAD Studio\9.0\bin64;"
