infopath form services 没法找到指定文件

infopath form services 无法找到指定文件
     在管理中心没有infopath form services,然后通过脚本激活feature

  stsadm.exe -o installfeature -name IPFSAdminWeb

   点击infopath form services里面的任何选项都出错：

         System.IO.FileNotFoundException: 无法找到指定文件。


 sharepoint版本是2010，不是企业版，infopath是2013
