As you pointed out your system doesn't meet those requirements.
VS2010 does use WPF for the UI which is why we need DX9 support. You can use VS2010 without DX9 support, but that will push your system into software rendering mode instead of hardware rendering, which will have a performance hit.
The software rendering performance hit is pretty bad in Beta 1, but we've made a lot of improvements (both in the software rendering and turning off certain expensive UI effects) which you'll see in the next update. It's still not as good as hardware, but it's pretty passable.
