*   C的值是在c,d中的一个

等号旁边有语法错误,正解如下;
select a字段，b字段
from A表
where '部门 '(字段) in (select '部门 ' from B表 where C字段 in ( 'c ', 'd '))

select a字段，b字段
from A表
where '部门 '(字段) in (select '部门 ' from B表 where C字段= 'a ' and C字段= 'b ')
[解决办法]

select a字段，b字段
from A表
where '部门 '(字段) in (select '部门 ' from B表 where C字段= 'a ' or C字段= 'b ')
