We are most proud of the increasing number of Chinese students being educated in exchange in our country. They are indeed among the most brilliant young people in the world. //

In closing, I would like to say a few words about China's efforts to promote foreign investment. This is essentially a problem in public relations. //
China has an important message to communicate, namely that it welcomes foreign investment, and that it is an attractive location for it. //
And it has an audience it would like to reach. They are decision makers in large firms in major industrialized countries. To date, many efforts have suffered from a lack of professionalism. //
For years delegations from various provinces have traveled to the west with a view to promoting hundreds of potential investment projects. But the results are often disappointing.

The establishment and development of China's socialist market economy requires that we reform and improve our social welfare and security system. This, in turn, places higher expectations for community services. //
With the shifting of governmental functions, much of the initially governmental work involving social services has been transferred to social groups and non-governmental organizations. //
Such a shift has led to the issue which concerns the ways of a close collaboration and the division of responsibilities between the government and social groups, so as to promote the development of community service. //
We are hosting this symposium, with the purpose of summarizing the community service work of recent years, sharing our views and experience, and drafting the strategies of development and programs of action for community work of next five years.
