Widespread tobacco consumption has led to grave consequences, yet the tobacco
companies still claim that they make a valbuable contribution to the world economy.
There is a discussion in a newspaper on the above two viewpoints.
Write an essay to the newspaper
1) criticizing their view and
116
2) justify your stand.
In your essay, make full use of the information provided in the pidctures printed
below.
You should write about 200 words on ANSWER SHEET 2.
The majority of people would agree that cigarette smoking has caused serious
problems. But the tobacco companies insist that they contribute greatly to the world
economy by paying taxes to the government and employing hundreds of workers.
Personally, I believe that cigarette production and consumption threatens to
do more harm than good. Firstly, smoking is responsible for many fatal diseases such
as lung cancer, heart diseases and so on. According to the survey, tobacco consumers
account for about 20% of the world population, and among them, three million people
die from smoking-related diseases every year. The fact that the output of tobacco
production is reduced from 143.64 billion pounds in 1994 to 142 billion pounds in
1995 also suggests that people have come to realize the negative effects of smoking.
Secondly, tobacco consumption is extremely wasteful of money. As is indicatd in the
pictures, 200 billion US dollars is lost due to smoking each year. Obviously, the
total loss of money around the globe substantially exceeds the gain in the industry.
In conclusion, as the economic development aims at making our life better, we
cannot sacrifice our health for short-term financial benefits. If we have to spend
more and more money providing medical services for those who suffer from
smoking-related illnesses, the notion of promoting economy via tobacco production
is not justifable. It is high time that we fought for the total tobacco ban.

This pie chart gives us an overall picture of the exports of manufacturing
industries in Hong Kong in 1996. The first thing we notice is that these are all
light industries. They are also what is called "labor-intensive", meaning that they
employ large numbers of people.
The clothing industry accounts for the most exports ——32.7 percent, worth HK$
69.447 million. The electronics industry is in second place with 26 percent of the
exports, worth HK$ 55.067 million. Textiles, timepieces, chemicals and jewelry
together only account for about 18 percent of the exports, but they produce items
worth a total of over HK$ 50 million.
It seems to me that Hong Kong, which has a smalll territory and few natural
resources, has made the right choice in developing these industries. They produce
mainly export goods, which bring in much-needed foreign currency. At the same time,
they provide employment for the maximum number of people.

THE UPS AND DOWNS OF POPULATION GROWTH
The two charts show that the increase in the U.S. population has been accompanied
by a corresponding decline in the number of wildlife species. Far too many species
have been lost already. This poses a danger to ecological balance.
As the human population expands, more and more wild animals are hunted for food,
or because they are thought to present a threat to man. But studies show that one
of the primary causes of the disappearance of wildlife is pollution, which is one
of the consequences of population growth and economic development. This makes us
wonder if man is able to share this planet in harmony with other life forms.
In my opinion, it is imperative to take steps to reverse the disturbing trend
illustrated in the charts. One measure would be to forbid the building of cities
in areas where wild life is threatened with extinction. But, more imporantly, man
must learn to stop polluting the environment, or he himself will become extinct.

Labour Force and the Employed Population of Hong Kong
(year-on-year growth rate)
On this graph we can see that the rate of employment in Hong Kong kept pace with
the changes in the size of the labor force in the period 1996-1996. This means that
as the number of jobs increawd, so did the number of workers, and vice versa. Usually
employment depends on the growth or shrinkage of the conomy.
After growing by over 2 percent in the third quarter of 1991, both the rate of
employment and size of the labor force dropped sharply to nearly minus 2 percent
one year later. In the period 1993 and 1994 both figures rose to a nearly 4 percent
growth. In the first quarter of 1996 both achieved a peak of nearly 5 percent, and
they have been rising ever since.
This unusual trend, I think, is because of Hong Kong's immigration policy. When
the economy is booming, Hong Kong allows more workers from China's mainland to enter
and find jobs. When economic growth slows down, it admits fewer immigrants. Besides,
when jobs become scarce many people leave to look for work in other parts of China.
This explains why the rate of employment and the size of the labor force in Hong
Kong are roughly the same.

The chart shows statistics relating to the payroll of a US bank. The employees
are divided into three categories: managers, supervisors and tellers. In the second
column we are informed of the numbers of employees in these categories. In the third
column are listed the total wages paid annually to the people in each of the three
categories.
We can see from these numbers that the most numerous employees are the tellers;
the next most numerous are the supervisors; and the fewest are the managers. The
statistics also tell us that the best-paid employees are the managers, earning US
$22,000 each; following by the supervisors, with US $14,000 each; and lastly, the
tellers, taking home US $1,200 each.
Judging by these figures, the lowest-paid empoyees are the most numerous and
do the least-skilled jobs, while the highest-paid ones are the least numerous and
do the highest-skilled jobs. From this, we can conclude that this bank values skilled
and experienced people, as it rewards them with higher salaries.

Aging of Population in China
Many countries will experience aging populations in the next century because
of declining birth and mortality rates. China will soon join their ranks. Accoding
to statistics, the aging of China's population will approach its peak by the middle
of the next century, with the percentage of the people aged beyond 60 making up 27.4
percent of the total. That means one out of every four people will be elderly.
As for the issue of aging, its situation has been growing increasingly severe
121
in spite of the fact most people are still ignorant of the problems it brings about.
Firstly, with families becoming smaller and living pace escalating, it is even graver
for families to care for aged members adequntely. Secondly, aging causes a relative
decline in working force in that fewer people have to support the increasing aged
people. Consequently, the productivity of the whole society is affected to some
extent. Thirdly and most importantly, the aging of population in China resulted from
the successful implementation of family planning has not been synchronized with
national economic progress.
The rapidity of the population's aging has made it more urgent for the adoption
of countermeasures. No doubt they key is to build a solid economic foundation.
Meanwhile, importance shall be attached to overall social progress by changing the
backward situation in social security, welfare and service. What's more, family care
and community services shall also be encouraged.

Write a composition based on the information given in the graph below.
Controlling Cigarrette Smoking
What is clearly indicated in the graph is that we Chinese are consuming more
and more cigarrettes, while the westerners are cutting down their smoking. The
average cigarrette consumption per person of China in 1991 increased over 50%
compared with that in 1980.
Everyone knows that smoking is harmful to health and much medical evidence has
proved this point. But more and more Chinese tend to smoke. There are several reasons
for this. First, smoking doesn't lead to disease immediately. Maybe a man's health
is becoming bad in a long period without consciousness. Second, it is hard for a
long-standing smoker to give up smoking. Third, the young believe that smoking makes
them appear mature and helps them make friends.
Since smoking is no good, we should try our best to control cigarrette smoking.
122
First, we shoul make the young know the danger of smoking. In addition, it is
necessary to forbid smoking in the public places by law. Last, the government must
control the production of tabacco industry. Only so can we reduce the number of
Chinese smokers.

1. Decribe the cartoon and the message conveyed
2. Draw a conclusion and give your comment on the cartoon
Pollution is becoming more and more serious all over the world. As is shown in
the cartoon, two cars are giving off waste gas and three people trying to avoid
breathing in the poisonous gas by masking their face with their hands. The poisonous
gas sent off by factories, domestic appliances and automobiles has made the air
unhealthy for people to breathe.
There is no denying that automobiles are indications of civilization, progress
and development; nevertheless, automobiles cause the serious problem of air
pollution. Scientists have warned that unless effective measures are taken, the
problem of pollution will eventually get out of hand. Actually, people are showing
a real concern over the problem. For example, there is an increasingly loud voice
from the public for firm action against pollution from automobiles.
Indeed, the earth is our home and we have the duty to take care of it for ourselves
and for our descendants. In my opinion, we should work out concrete solutions to
the problem of pollution from poisonous gas given off by automobiles. For example,
the automobiles should be equipped with a device which can dispose of waste gas so
as to prevent it from polluting air. Only in this way can we really solve the problem
of air pollution caused by automobiles.

This picture shows two people reading the announcement on a billboard, and being
shocked at the message. This is because the billboard is advertising a "Sale of Dead
Bodies." The cartoon is a criticism of the careless use of simplified characters.
Obviously, the advertiser wants to inform people of the sale of something else
——not dead bodies! But we don't know what it is, because the three characters which
make up the message are used incorrectly. Nowadays too many people not only do not
take enough care to write properly, they eve invent their own simplified ways of
writing.
Simplifying the old, complicated characters has been a great benefit, enabling
people to learn to read to write quickly. But we should stick to the standard
simplified characters, make sure that we use them properly, and definitely not make
up our own simplified characters. Otherwise, what was intended to make communication
easier could result in making it more diffcult.

Today, the earth's deserts are spreading and getting larger and desertification
is a serious problem facing the world. The major reason for this is irresponsible
cutting down of trees. As is shown in the first cartoon, when people cut down trees
desert forces on and becomes irrepressible.
People cut down trees for various reasons but they may forget that trees play
a vital part in water and soil conservation. Trees can preserve moisture and
fertility in the soil, protect soil against erosion and prevent fertile land from
becoming desert. Therefore when people cut down all of the trees, the earth lies
bare and dry in the hot sun, and desert is inevitable.
Desertification can lead to many other serious problems which may threaten the
existence of human beings, such as a reduction of arable land, terrible droughts
and famine. In order to prevent desertification, people have to plant trees, as the
second cartoon shows. The time when people plant trees is the time when desert
retreats. People should not cut down trees any more, as is done in the first cartoon,
but rather, they should plant more trees, and only in this way can desertification
be finally defeated.

What is shown in the table above indicates that dramatic changes have taken lace
in the people's daily expenses in Xi'an from 1995 to 1999. The expenses on food have
declined by 30% while those on clothing and recreation have increased respectivily
125
by 9% and 7%. The statistics of rise and fall seem to exist in isolation but closely
related to one another.
There are two factors accounting for these changes. Development in economy is
an essential one in the five years. The increased income resulting from economic
growth plays an important part in the less expense on food. Hence, a small percentage
of total income is enough to cover food expense. Another one is the changes in life
style. When foods presents no worry to the average, people begin to focus more of
interest on handsome appearance and happy leisure time. As a result of such a shift,
spending on clothing and recreation increased year after year.
From the analyses made above, we may come to the conclusion that people's living
standards in Xi'an have been constantly improved between 1995 and 1999. With the
further growth in economy and more changes in life style, the tendency indicated
in the table will continue in the table will continue in the better direction.

For this part, you are allowed 40 minutes to write a composition based on the
following graph which shows the change in the number of film-goers and TV-watchers
in a certain city. The title of the composition is: Film Is Giving Way to TV. You
should write about 200 words for your composition and it must include the following
ideas (given in Chinese):
1.电影观众越来越少
2.电视观众越来越多,因为??
3.然而,还是有人喜欢看电影,因为??
Quote as few figures as possible. Remember to write your composition in readable
handwriting.
Film Is Giving Way to Tv
The latest statistics show that the number of people attending cinemas is getting
steadily smaller. At the same time, the number of television viewers is growing at
126
almost the same rate.
Experts say that these two trends are connected in three ways. First, over the
past few decades television sets have appeared in almost every home. Second, films
very quickly become available on video, and can be shown on the TV screen. Third,
it is becoming more expensive to make films, and so prices of cinema seats are rising.
However, this does not mean the death of the movie industry. There will always
be people who prefer to go out to see a film. This is because no matter how good
a TV film or video is, it can never be as entertaining as a film shown on the "big
screen."

How I Finance My College Education?
To many of the high-school students who have gained access to colleges of
universities, the cost of higher education means a fraction of their parents' saving
account. With many others, the tuition is collection of savings borrowed from
relatives or close friends of their parents'. For those like me whose families are
short of the conditions above, however, the best course of action is to resort to
the education fund for a loan.
Among the factors contributing to my choice, there are three underlying ones.
The primary one lies in the fact that the loan from the education fund can not only
relieve my family immediately from anxiety about where to get the tuition but also
exert little direct impact on its daily life that is already hard up. In addition
to the worryfreeing advantage, the loan from education fund is usually interestfree,
in which light my family is less likely to get into a vicious circle that may be
caused by compound interest. And what is most important, such a loan will become
a pushing force behind my pursuit of knowledge. Much evidence proves that a proper
financial pressure usualy stimulates one to further efforts to lift himself out of
the straits.
Although I haven't much option in the matter of tuition, I feel no regret for
my decision. Instead, I will play my cards better than ever. I will spare no effort
to be excellent in studies and strong in charactor for the sake of my family as well
as of myself. That way I am bound to create a pathway to success.

Qualities for Successful Executives
In general, people believe what accounts for an executive's success is both a
diploma corresponding to his ideal position and a lucky break; but in reality, for
every administrator kissed by fortune there are hundreds more with admirable
diplomas whose chancs were once seized on but lost again. According to a recent
questionaire, eight or nine such cases out of ten result from personality conflicts
127
rather than from lack of professional ability. To retain a position that can give
full pay to your talent, therefore, you should cultivate the qualities as follows.
One trait is frequent acknowledgement of your boss's goals as your own. It too
often happens that, when you are pursuing your ambitions, you are more apt to forget
the primary reason you were hired: execution of the mission to help your boss
accomplish his or her true objectives. For this reason, frequently deepening the
sense of mission in your mind helps shift your aspirations into line with your bos's,
thus ensuring the advancement in your career. Another attribute is the ability to
make others, especially your subordinates, comfortable. As countless facts have
proven, whoever wishes to be the kind of person others enjoy being around, whoever
wishes to make people more efficient in work, and whoever wishes to win support from
his subordinates, should put the people around him at ease and accept others for
equally important coworkers. On the opposite extreme are the tough executives who
may be winners on both academic and profitable point scale but losers of both "like"
votes and permanent prosperity of their causes.
Perhaps most of all, a successful executive must be an optimist. Instead of
reacting to any setback by assuming there is nothing they can do, optimists leave
no stone untouched in finding the way out of every adversity and laugh through it.
You may find constant inspiration in an old saying:" The pessimist sees the
difficulty in every opportunity and the optimist sees the opportunity in every
difficulty."

Harmfulness of Fake Commodities
One negative aspect of China's rapid economic development is the phenomenon of
fake and shoddy goods. In the hope of making quick profits, some unscrupulous people
manufacture and sell substandard clothing, foodstuffs and medicines. This
malpractice has caused alarm and concern among consumers, who are increasingly
demanding that it be stamped out.
There is no denying that fake commodities do a lot of harm, not only to the normal
development of the economy as a whole, but also, and more importantly, for the health
of the general public. For example, in 1988 in Northwest China's Shanxi Province
a peasant sold fake liquor, resulting in the deaths of 27 people. Looked at from
a wider perspective, the social evil of counterfeit goods has the side effect of
undermining the people's trust in the market economy.
It is high time to take firm steps to put an end to this unhealthy trend once
and for all. First, the government should tighten the rules and regulations
concerning the manufacture and sale of commodities, and make sure that they are
enforced. Second, consumer's associations should educate people to recognize
shoddy goods and report them promptly to the authorities.

Do "lucky Numbers" Really Bring Good Luck?
There are people who believe that some numbers bring good luck, while others
bring bad luck. For instance, in China the number eight is thought to be lucky.
Turning our attention to the West, we find that the number seven is considered lucky,
but the number 13 is avoided like the plague.
In spite of all these claims, most people would agree that there is little
evidence that numbers have any influence on our lives. In fact, they say, the reverse
seems to be the case. For one thing, we might expect calculators to break down every
time they note the number 13, and for another, although every week has seven days
we know that not every week is lucky for us.
Weighing the pros and cons of these arguments, I am inclined to agree with the
latter point of view. It is obvious that there is no scientific basis for the belief
that there is a connection between luck and numbers. All in all, it seems to me to
be superstition.
