Politically, the two countries are oftenat odds on issues such as human rights, de-mocracy, Tibet and Taiwan. Economically,the two countries have differences overprotection of intellectual property, currencyexchange rates and other trade issues as wellas different views of the causes and remediesof the global meltdown. Militarily, each sideis wary of the other's modernization effortsand activities and continues to view the otheras a potential adversary, as most recently re-flected in the South China Sea incident near aChinese submarine base. Internationally, thetwo countries have disagreed on approachesto eliminating Iran's nuclear weaponsprogram, development aid and businesspractices in Africa, and many other issues.Layered on top of the various disputes anddeep mistrust is rising nationalism and pro-tectionism in China and growing support forprotectionism in the United States.
Although it will be challenging to buildand sustain a comprehensive U.S.-Chinastrategic partnership, it is both possibleand essential to collaboratively confrontthe strategic challenges of the 21st centuryin the interests of both countries. TaCticaldifferences on bilateral and international is-sues, which are common between the UnitedStates and its allies as well as between theUnited States and China, should be man-ageable within the larger context of sharedstrategic purposes and collaborative action.Moreover, avoiding the development of aglobally competitive and adversarial U.S.-China relationship will be vital to prospectsfor international peace, stability and develop-ment as well as for best serving the nationalinterests of China and the United States.
