内容简介 本标准是根据《国家发展改革委办公厅关于印发2006年行业标准项目计划的通知》(发改办工业[2006]1093号)的要求,对《水利水电建筑安装安全技术工作规程》(SD 267-1988)(以下简称原标准)进行修订的。原标准实施以来,对促进水电水利施工企业的安全文明施工起了较好的规范作用,有效地控制了各类事故的发生。十多年来,随着安全生产法规的不断完善和新工艺、新技术、新设备、新材料被广泛应用于水电水利工程施工,继而对安全生产技术提出了新的要求。为保证标准的有效性、实用性,有必要对原标准进行修改和完善。标准修订后分为以下四个标准:DL/T5370-2007《水电水利工程施工通用安全技术规程》、DL/T5371-2007《水电水利工程土建施工安全技术规程》、DL/T5372-2007《水电水利工程金属结构与机电设备安装安全技术规程》、DL/T5373-2007《水电水利工程施工作业人员安全技术操作规程》。四个标准在内容上各有侧重、互为补充,形成一个相对完整的水电水利工程建筑安装安全技术标准体系。 本标准是对原标准的第十一、十六两篇内容进行修订,主要修改内容如下:——删除了一些水电水利工程施工中现已很少出现的工种,按现行施工要求合并了一些工种,并增加了一些新工种;——对水电水利工程施工的各专业工种和主要辅助工种,规范其行为准则,明确其安全操作标准。

序言 This Standard is a revision of TechnicaZ Code for Installation Safety inWater Resources and Hydropower Project(SD 267一1988)(hereinafterto be referred as the former standard)according to the requirement ofNotification of General Office of National Development andInnovation Committee about printing and distributing the plan ofIndustrial Codes fn 2006(FGB Industrial[2006]No.1093).
Since the implementation of the former standard,it has greatlypromoted good normative role for promoting safe and civilizedconstruction of hydropower and water resource construction enterprises and effective controls of various accidents.In recent decade and more.with the continuous improvement of safety laws and regulations and the wide application of new techniques,newtechnologies,new equipment,new material in hydropower and water resource construction,safe construction technology need updating.In order to guarantee the effectiveness and practicability of the code,itiS necessary to improve and perfect the former standard.
After revised.the former standard iS divided into 4 standards:DL/T 5370一2007 General Technical Specification for Safely of Hydropower and water resource Construction.DL/T537 1-2007 Technical Code of Safety for Hydropower and water resource Civil Construction.DL/T 5372-2007 Technical Code of Safety forHydropower and water resource Metal Structure and Electricaf and Mechanical Equipment Installation.DL/T 5373——2007 Technical Code ofSafetyfor the Personnel Involved in Hydropower and water resource Construction.
文摘 3.0.2 The Standard is prepared in accordance with a series ofnational laws and regulations in relation to safety production,such asProduction Safety Law of the People's Republic of China and Ordinance on Safety Production Management of Construction Project,conforming to existing safe~and technology codes in respect of construction of hydropower and water resource projects and relevant operation,maintenance requirements of construction machines.
3.0.3 The Standard is applicable to safety and technical management,protection and security,and civilized construction for operators on the construction site in medium-large scale hydropower and water resource projects;small scale hydropower and water resourceprojectsmay referit.
3.0.4 The operators who participate in construction of hydropower and water resource projects shall be familiar with and master the safe and technical requirements of their profession,observe strictly the safe operation code of the profession,and also be familiar with.
